Regulation of Lobbying Act
About the Act and our designated public official.
The Regulation of Lobbying Act 2015 is designed to provide information for the public on the identity of those communicating with designated public officials on specific policy, legislative matters or prospective decisions.

With effect from 1 January 2025 (under the Regulation of Lobbying Act 2015 (Designated Public Officials) Regulations 2024 (S.I. No. 424/2024)), the RSA has been classified as a body containing public service positions which are to be considered as Designated Public Officials.
The Act is designed to provide information to the public about:
- Who is lobbying;
- On whose behalf is lobbying being carried out;
- What are the issues involved in the lobbying;
- What is the intended result of the lobbying;
- Who is being lobbied.
Purpose of the list of public officials of each public body
The purpose of the list is:
- To allow members of the public identify those persons who are designated public officials; and
- As a resource for lobbyists filing a return to the Register of Lobbyists who may need to source a Designated Public Official’s details.
Designated Public Official
Section 6(4) of the Act requires each public body to publish a list of designated public officials of the body.
Designated public officials within the Road Safety Authority are:
- Sam Waide, Chief Executive Officer
