You don't need to be an Approved Driving Instructor (ADI) or IBT Trainer to apply to set up an IBT Training Centre.
To set up an IBT centre please follow these steps.
Step 1
Download and read the following information:

You must complete and post the following documents to Driver Education Section, RSA, Moy Valley business park, Primrose hill, Dublin Road, Ballina, Co Mayo F26 V6E4
- Completed IBT Training Centre Application Form
- Insurance Declaration Form signed and stamped by insurance provider
- Liability Release, Waiver and Discharge Form for IBT Training Centre
- Revenue Tax Clearance Access Number
- Policy information / statements on the policies (as listed in the application form)
- Health & Safety Declaration form
- Site Plan and / or Photos
The main requirements for an approved IBT Training Centre are:
- A classroom
- A toilet and washroom facilities on site
- The maximum student to instructor ratio on a site of (37m x 25m) is 2:1
- The maximum student to instructor ratio on a site of (27m x 15m) is 1:1
- The compound / training area must have a firm, level, sound surface such as tarmac or concrete
- A secure perimeter to prevent accidental access to the training area during periods of training.
Step 3
When all of the required documentation is received, a site inspection may be required and an RSA representative will contact you to find out the following:
- If the proposed site is suitable and this is established by asking a series of questions. If deemed suitable, a site inspection will be scheduled.
- If the proposed site is deemed to be suitable but requires alterations, then you will be advised of same on the call and asked to contact the IBT Unit once the site is available for inspection.
- If the proposed site is deemed not suitable, either an inspection will be carried out to categorically state this is the case or alternatively you will need to resubmit a new application with an alternative site.
The site inspection is conducted and site inspection summary result (pass or fail) is made. You will be advised during the site inspection that a Safety Statement clearly stating the compound address and incorporating a risk assessment is required. The risk assessment should also display the full compound address i.e. the risk assessment needs to relate to the Site in question. This document needs to be completed by a suitably qualified Engineer and sent to: Driver Education Section, RSA, Moy Valley business park, Primrose hill, Dublin Road, Ballina, Co Mayo F26 V6E4.
Step 4
Once we have received and approved all required documentation, you will be sent your IBT Training Centre Starter Pack by courier. This includes:
- IBT Training Centre Approval Cover Letter
- IBT Training Centre Approval Certificate (this will contain the centre number) – the approval period is for 2 years and the cert must be on display in the centre
- IBT Motorcycling Information Booklet x 5
- IBT Motorcycling Official Syllabus x 5
- RSA Website Content Request Form – this must be returned to the IBT Unit so that the centre can be added to the list of approved RSA IBT Training Centres on the website.
